In 1988, amid a severe downturn in the coal industry, Russell County officials made a commitment to attract new industry by authorizing a $1.5 million expenditure toward the development of an $8 million regional industrial park to serve the four-county area of Buchanan, Dickenson, Russell, and Tazewell counties. The new park, to be called the Cumberland Plateau Regional Industrial Park, would be located in the Russell County seat of Lebanon. It was the first of many giant steps that local officials would take to bring new jobs to the region.
